VCIP is proudly the oldest conference in the field and one of the flagship conferences of the IEEE CAS Visual Signal Processing and Communications. Since 1986 VCIP has served as a premier forum for the exchange of fundamental and applied research in the field of visual communications and image processing. VCIP 2019 will be hosted in the beautiful city of Sydney and it inherits the tradition of previous conferences in providing a fertile ground for leading engineers and scientists from around the world to disseminate their research outcomes and push forward the frontiers of knowledge within these and related areas. General Requirements for Authors: Papers must be submitted in final, publishable form before the submission deadline listed in the important dates. The submitted paper should be blind (none of the authors affiliations or names should be included or disclosed in the submitted paper).The contents of submitted papers must not have been previously published (or accepted for publication) in substantially similar form. Furthermore, the contents of submitted papers must not significantly overlap with the content of any paper currently under review or that will be submitted during the VCIP 2019 review period to any of the following: another conference, a workshop, or a journal. The VCIP 2019 Committee retains the right to exclude any papers in violation of these requirements.
Formatting the Paper: Submitted papers may be up to 4 pages in length. Please ensure your paper is blind (none of the authors affiliations or names should be included or disclosed in the submitted paper). Prepare your submission using the IEEE manuscript templates provided below. Please use the Microsoft Word A4 template or the LaTeX template in conference A4 mode (Start with the conference template file bare_conf.tex and configure the output document with the line \documentclass[conference,a4paper]{IEEEtran} ).
Online Submission:
Online Review Process: Your submitted paper will be visually inspected by a member of the technical program committee to assure that the document is readable and meets all formatting requirements. If errors are detected in your submitted file, you will be contacted to resolve the issue. If your paper passes inspection, it will be entered into the review process. At least two members of the technical program committee will review each submitted paper and rate it according to quality, relevance, and correctness. The conference technical committee will use these reviews to determine which papers will be accepted for presentation in the conference.
Notification of Acceptance: Authors will be notified of paper acceptance or non-acceptance by email as close as possible to the published author notification date. The notification email will include comments from the reviewers. The short amount of time between paper acceptance decisions and the beginning of the publication process does not allow for a two-way discourse between the authors and the reviewers of a paper.
Submission of Regular and Demo Papers: Prospective authors are invited to submit a four-page, paper, including results, figures, and references. Furthermore, VCIP 2019 will also consider one-page demo papers with a description of proposed working systems.
Tutorial and Special Session Proposals: Researchers, developers, and practitioners from related communities are invited to submit proposals for tutorials and special sessions on emerging topics and trends within the VCIP field. Proposals must include title, outline, contact and biography information of the presenter, and a short description of the material to be distributed. Tutorials will be held on December 1, 2019. Special session proposals must provide title, rationale, contact and biography information of the organizers, and a list of possible papers with tentative title and abstract. Special session papers will undergo the same review process as regular papers.
Papers accepted for regular, special, and demonstration sessions must be registered and presented to ensure their inclusion in the IEEE Xplore Library. Awards will be given to the highest ranked papers in several categories. VCIP 2019 will recommend the top 10% ranked papers for submission to the IEEE Transactions on CSVT. Extended versions of these papers, compliant with TCSVT standards, will be invited to submit to the IEEE TCSVT and go through a thorough but dedicated review process and, if accepted, will be published in this IEEE Transactions.
